Whoever the team wants. Generally, if you're a team employee youre getting a ring. Alumni genrrally get rings, especially those still close to the team. Broadcasters get one, even if not employed by the team. I would guess major sponsors are probably getting one.

I'd actually be more interested in the different levels of rings. for instance, I'm quite sure that low level office staff doesn't get the same bling of ring that a player gets. I have a friend who is a PA announcer for the local women's minor league soccer team. when they won their league championship a few years ago she was given a championship ring.
