In a 2003 the airbag on the passenger side is mounted in the dash. You need to take out the glove box, the A pillar trim, the 3 nuts holding the airbag and the connector for the airbag. The airbag controller needs to be cleared and reset as well. The plastic panel in the dash obviously needs to be replaced as well. Video showing removal of the passenger side airbag.

I don't believe they're referring to the dash airbag. I believe they're referring to the side airbag in the seat. I could be wrong, I don't know if this gen of Accord had that airbag. But given that they referred to getting a seat with the airbag installed, sounds like that's the airbag that went off. But yes, the airbag module does need to be reset. myairbags.com is a vendor here and they do this service.
